
Provision of a Qualified COTC / TCM Holder
Running a permitted waste site in the UK means you must have a Technically Competent Manager (TCM) in place at all times — this is a legal requirement set by the Environment Agency. To meet this obligation, businesses rely on COTC / TCM Cover, provided by a qualified COTC holder who ensures the site remains compliant, safe, and fully operational.
A COTC / TCM holder can be provided whilst:
Staff are currently finishing their own Level 4 CIWM(WAMITAB) waste management qualification
- Your permit was issued and 12 months grace period has passed
- Your new permit requires someone in place as soon as the site is operational, for facilities such as hazardous sites or landfill.
- New Site which requires cover from day 1 of operation as no grace period provided
- Cover for holidays or sick leave – short- or long-term provision can be provided
- Just don’t have the capacity in-house
A Technically Competent Manager (TCM) at a UK waste facility must have the specialist knowledge and practical skills required to ensure the site operates in full compliance with its environmental permits and regulatory obligations. The TCM is responsible for overseeing daily waste‑management operations, identifying and managing risks, and maintaining up‑to‑date awareness of all relevant Environment Agency regulations, industry standards, and legal requirements.
