

CIWM (WAMITAB) Level 4 High-Risk Operator Primary Competence
To meet the required competency of the CIWM (WAMITAB) Operator Scheme, technically competent people must demonstrate Primary Competence by completing a CIWM (WAMITAB) qualification or gain additional units which demonstrate they have the knowledge and skills to ensure the waste site complies with Environmental Permitting (England and Wales) and The Waste Management Licensing (Amendment) Regulations (Northern Ireland) 2015 Regulations.
In some cases for new permits you must gain 4 specified units within 4 weeks of the permit issue/site becoming operational, and then you may be able to make use of a 12-month grace period to gain the full CIWM (WAMITAB) award.
NOTE: Landfill – new permits must complete the full award before acting as the competent person. The 4 unit and grace period does not apply. A Technically Competent person must be in place for the site to be operational.

Operator Competence for Managing Transfer of Hazardous Waste – HROC4
Types of site activities covered by this pathway include: Hazardous waste or Hazardous clinical waste.
Operator Competence for Managing Thermal Treatment of Hazardous Waste – HROC5
Types of site activities covered by this pathway include: Recovery of oil / organic solvents or Hazardous clinical waste treatment.
Operator Competence for Managing Physical and Chemical Treatment of Hazardous Waste – HROC6
Types of site activities covered by this pathway include: Hazardous waste treatment, Recovery of Hazardous Waste, Recovery of oil / organic solvents or Hazardous Waste Disposal (not incineration or Landfill).
